How to Apply to Universities in Uzbekistan for the 2026-2027 Academic Year

On the website goldenpages.uz you can: view the complete list of universities and institutes in Uzbekistan with admission scores and fields of study; find out which universities offer your desired major; choose a field of study based on the subjects required for entrance examinations.

Admission to public universities in Uzbekistan is now conducted under a new system: applicants first take the entrance examinations and only afterward choose a university, institute, and field of study (Presidential Decree No. PF-81 dated May 24, 2024).

Due to recent changes in the admission rules, many graduates and parents have questions. When should you register? Which subjects must you take? How are state grants allocated? What should you do if your score is insufficient for a regular tuition-based contract?

This guide explains step by step how university admission works and what applicants should pay attention to in 2026.

What Has Changed in 2026

The university admission system in Uzbekistan continues to evolve. Here are the key changes that every 2026 applicant should know:

State-funded grants are now allocated by field of study (major) rather than to specific universities. Previously, each university or institute received a fixed number of grant-funded places. Under the new system, grants are distributed nationwide by specialty, while the specific university placement depends on the applicant's choice and admission score.   • Grants are awarded for one academic year only. At the end of each academic year, grant places may be reassigned among students within the same field of study based on academic performance.
  • The maximum score for the entrance test is 189 points (Cabinet of Ministers Resolution No. 578 dated September 13, 2025).
  • The minimum passing score required to participate in the admission competition is 56.7 points. Without it, neither a state grant, a regular tuition contract, nor a Super Contract is available.
  • International language certificates and national certificates are recognized in place of examinations in the corresponding subjects.

Stage 1: Registration and Application Submission

The admission process begins with online registration for the entrance examinations. Registration is expected to open in mid-June and remain available for approximately three weeks (June 5-25). Applications can be submitted through the platform my.uzbmb.uz.

During registration, applicants must complete an electronic application form and indicate:

  • the language of instruction (Uzbek, Russian, or Karakalpak);
  • the region where they wish to take the examination;
  • the group of specialized subjects corresponding to their intended field of study;
  • the university where they will take a creative examination, if applicable;
  • any foreign language or other subject certificates they possess.

After registration is completed, the applicant's personal account on my.uzbmb.uz will generate an examination admission slip — a document that must be printed and brought to the examination venue.

An important feature of the current system is that, at the first stage, applicants register for a field of study rather than for a specific university. This means that applicants first choose a combination of specialized subjects, which determines the programs and majors they may apply for after the examinations. Application information may be modified at any time before the registration period closes.

The entrance examination fee applies only to applicants who graduated from a school, academic lyceum, or college in previous years and are taking the examination again. The fee is equal to one-half of the Basic Calculation Amount (BCA). According to 2026 rates, one-half of the BCA is 206,000 Uzbek soums. Payment can be made online or through a bank; access to the examination is granted after payment is confirmed.

The following categories of applicants are exempt from the examination fee:

  • graduates of the current academic year (2026);
  • applicants with disabilities (Groups I, II, and III);
  • graduates of orphanages and "Mehribonlik" children's homes;
  • individuals registered in the Unified Register of Social Protection ("Ijtimoiy Himoya") and their children;
  • young people included in the "Yoshlar Daftari" register.

Stage 2: Entrance Examinations

Entrance examinations are usually conducted in July and August. Tests take place in specially prepared examination pavilions and are organized in two sessions: morning and afternoon. The exact examination date and time are indicated in the applicant's personal account after the application period has ended.

Applicants should arrive approximately one hour before the examination begins in order to complete document verification and security screening procedures. Late arrivals are not admitted.

Applicants must bring:

  • a passport or birth certificate;
  • an examination admission slip (printed from my.uzbmb.uz after registration);
  • proof of payment of the examination fee (for applicants who graduated in previous years).
There is no need to bring a pen or drinking water, as both are provided by the organizers at the examination venue. All personal belongings — mobile phones, bags, books, notes — must be left at the entrance and may not be taken into the examination hall.

Requirements During Testing

  • After receiving the examination materials, carefully inspect the question booklet. If any printing errors are found, immediately inform the examination supervisor and request a replacement booklet. Complaints submitted after the examination has begun will not be considered.
  • The question booklet may be used as scratch paper: applicants may mark answers, make notes and corrections, and draft essay responses if required. Only the official answer sheet is assessed.
  • Read the instructions printed on the cover page of the question booklet ("Attention, Applicant") and verify that the version numbers on the booklet and answer sheet match.
  • The answer sheet must be completed using a blue ballpoint pen only.
  • Transfer the program code from the title page of the question booklet to the corresponding section of the answer sheet.
  • For each subject, the test includes from 10 to 30 questions, each with four answer options (A, B, C, D). Mark the correct answer in the question booklet, then transfer it to the answer sheet.
  • Time allocation: 90 questions — 3 hours (60 questions — 2 hours, 30 questions — 1 hour). An additional 20 minutes is provided for the final transfer of answers.
  • If two or more answer options are marked for the same question, no points will be awarded for that question.
  • The completed answer sheet is the primary examination document. Claims regarding incorrectly filled answer circles will not be accepted.
  • Leaving the examination hall during testing is prohibited. Applicants who leave will not be permitted to return.
  • Communication with other applicants, providing or receiving assistance, and the use of calculators, dictionaries, reference materials, notes, mobile phones, or other electronic devices are strictly prohibited.
  • Any applicant who seriously violates examination regulations will be removed from the examination; an official report will be prepared and all examination materials will be confiscated.

Scoring System: Maximum and Passing Scores

The admission test consists of compulsory subjects and specialized subjects. The examination contains a total of 90 questions, and the maximum possible score is 189 points.

Compulsory Subjects

All applicants take the following compulsory subjects: native language, mathematics, history of Uzbekistan.

  • 10 questions per subject × 1.1 points per question
  • Maximum score for all three compulsory subjects: 33 points

Specialized Subjects

Applicants take two specialized subjects corresponding to their chosen field of study:

  • First specialized subject: 30 questions × 3.1 points = maximum 93 points
  • Second specialized subject: 30 questions × 2.1 points = maximum 63 points
  • Total for specialized subjects: up to 156 points

Overall maximum score: 33 + 93 + 63 = 189 points (Cabinet of Ministers Resolution No. 578 dated September 13, 2025)

Minimum score required to participate in the admission competition: 56.7 points

Minimum score required to qualify for a state grant: 68.0 points (based on 2025 data; the requirement may change in 2026)

Stage 3: Choosing a University and Field of Study

After the examination results are published, the second stage begins: selecting a university (or institute) and a field of study. This stage lasts for 15 days (according to 2025 data, from July 25 to August 8).

Step-by-step procedure

  1. Log in to my.uzbmb.uz → "Admission to Higher and Professional Educational Institutions" → "Use Service" → "University Selection".
  2. Indicate your admission priority: grant priority or program priority; targeted admission may be available for pedagogical and medical specialties. We describe this below.
  3. Select up to five universities and fields of study. The selected fields may belong to the same institution or to different institutions.
  4. After clicking "Save," you will receive an SMS verification code on your mobile phone. Enter the code to confirm your application.
  5. Once confirmed, an "Applicant's Application Form" will be generated and can be downloaded.
  6. The information may be edited, and the application form may be downloaded again until the selection period ends.
  7. Final admission results are announced within one week after the completion of the selection stage.
Important: applicants who do not submit their choices within the 15-day period will not be included in the final allocation process.

For admission to a college or technical school, the selection of an institution and profession becomes available within 10 days after the final university admission results are announced.

What Is the Difference Between "Choosing a University" and "Choosing a Field of Study"?

This is one of the most common questions among applicants.

  • A field of study refers to a specific academic specialty — for example, "Finance," "Pedagogy," or "Software Engineering." It is determined by the combination of specialized subjects taken during the entrance examination.
  • A university is the specific higher education institution that offers the selected field of study.

During the registration stage, applicants choose not a specific specialty but a combination of specialized subjects. After the examinations, this combination provides access to several fields of study that require the same subjects. Within the five available choices, applicants may combine different universities and different fields of study — for example, applying for the same specialty at several universities, or for several different specialties at once. The only requirement is that the selected fields correspond to the specialized subjects taken during the examination.

What is "grant priority" and "direction priority"?

  • Grant Priority — the system will first attempt to place the applicant in a state-funded grant position for the selected specialty at any of the chosen universities, from the first to the fifth. If the applicant's score is insufficient for a grant at any of the listed universities, the system will then consider placement on a tuition-paying basis in the same order.
  • Program Priority — the system considers a specific university and specialty first, regardless of whether the place is a grant or a contract. It checks the universities in order, from the first to the last, and admits the applicant to the first one for which the score is sufficient. In other words, if the score is enough for a contract place at the first university, the applicant will be admitted there, even if the score would have been enough for a grant at the third university.
If obtaining a grant is more important than studying at a particular university, choose Grant Priority. If attending a specific university is the primary goal, choose Program Priority.

State Grants: The New System

The most significant change in recent years is that state-funded grants are now allocated by field of study rather than by individual universities (Presidential Decree No. PF-81 dated May 24, 2024).

Previously, each university was assigned a fixed number of grant-funded places for each specialty. Under the new system, the total number of grants for a particular specialty is determined at the national level, and grant places are not assigned in advance to specific universities or institutes. Grants are awarded based on applicants' examination scores among all applicants competing for the same specialty: the grant-funded place is assigned to the university or institute indicated in the applicant's application. There is no separate stage for selecting a university specifically for a grant — placement is determined automatically according to the applicant's preferences and examination results.

Competition for grant-funded places now takes place among all applicants nationwide who have chosen the same specialty, rather than within a single university.

Important to know:

  • Minimum score required to qualify for a state grant: 68.0 points (based on 2025 data; subject to change in 2026).
  • A grant is awarded for one academic year only and must be renewed annually through satisfactory academic performance.
  • Grants are available only for full-time study programs. No grants are allocated for part-time, evening, or distance-learning programs.
  • At the end of each academic year, grant-funded places may be redistributed within a field of study: a student with higher academic performance may receive a grant in place of a student with lower academic performance.
  • Students admitted on a grant who fail to maintain satisfactory academic performance will continue their studies on a tuition-paying basis in the following year.
  • A grant cannot be transferred when changing a university or field of study.

Contract

Applicants who do not qualify for a state grant may enroll on a tuition-paying basis. Tuition contracts are processed through the electronic platform kontrakt.edu.uz.

To confirm enrollment, applicants must pay at least 25% of the total contract amount. The remaining balance may be paid during the academic year.

Tuition fees vary depending on the university, specialty, language of instruction, and mode of study.

Partial tuition support may be obtained through the "Yoshlar Daftari" Fund, described in more detail in the section below.

Super Contract (Differentiated Tuition Contract)

A Super Contract is a special type of tuition agreement with an increased tuition fee for applicants who have achieved the minimum passing score but did not qualify for admission under the regular tuition contract.

Requirements:

  • The applicant's score must not be lower than 56.7 (mandatory requirement).
  • The applicant's score was insufficient for admission under the regular tuition contract.
  • The applicant is willing to pay the increased tuition fee.

The amount of the increased contract is calculated based on the current standard tuition fee:

Category 1 (Increased Contract)

  • Applicants who fall short of the approved tuition-contract admission quota by up to 1.0 point will pay 1.5 times the current contract fee;
  • From 1.1 to 2.0 points short — 2 times;
  • From 2.1 to 3.0 points short — 2.5 times;
  • From 3.1 to 4.0 points short — 3 times.

To be enrolled, applicants in this category must pay the additional contract in full (100% of its value).

Category 2 (Super Contract)

If the additional admission quota is not filled by applicants from the first category, the remaining places are offered to applicants from the second category — those who scored above 56.7 points, i.e., at least 30% of the maximum possible score. They are admitted on the condition of paying 8 to 25 times the standard contract fee (each institution sets its own coefficient).

The Super Contract does not apply to part-time studies, evening studies, second higher education programs, or joint programs with foreign universities.

Frequently Asked Questions About the Super Contract

Is the increased tuition fee (Super Contract) paid every year?
No. The increased tuition fee is paid only during the first year of study. Beginning from the second year, students pay the standard tuition contract fee.
When should an application be submitted?
Within one month after the publication of the examination results. According to the 2025 schedule, universities submit lists of candidates to the State Commission by October 15, and the Commission makes its decision by October 20.

Benefits and Special Quotas

Certain categories of applicants are eligible for special benefits and admission quotas (Law on Education No. O'RQ-637 dated September 23, 2020):

  • Winners of international olympiads — admission without examinations or with recognition of their results.
  • Recipients of the Zulfiya State Prize.
  • Children of military personnel and law enforcement officers who died in the line of duty.
  • Graduates of "Mehribonlik" children's homes.
  • Applicants from low-income families — additional state-funded grant places.

Benefits for women and girls:

  • The state grant quota for girls from low-income families has been doubled to 4,000 places.
  • 500 tuition-based places are reserved for women with at least five years of work experience.
  • Girls admitted to state technical schools after completing Grade 11 study entirely at the government's expense.
  • For joint master's degree programs with universities ranked among the world's Top 300, tuition fees are covered by the state.

What Is Targeted Admission?

Targeted admission is enrollment into a state-funded place through a separate admission competition. Such places are allocated by the government to train specialists for remote regions — primarily teachers and medical professionals (pedagogical and medical fields). For the 2025/2026 academic year, 626 targeted places were allocated for pedagogical programs.

How the targeted admission competition works

  • Applicants first take part in a separate targeted admission competition, held before the general competition.
  • Applicants admitted through the targeted quota do not take part in the general competition.
  • Applicants who are not admitted through the targeted quota automatically take part in the general admission competition.

Agreement and Mandatory Employment Obligation

Applicants admitted through a targeted quota sign a four-party agreement between the applicant, the district (city) khokimiyat, the relevant state authority or organization, and the university or institute. Responsibility for the graduate's employment placement and for monitoring their mandatory service in the designated region after graduation rests with the organization that requested the training of specialists.

After graduation, the student is required to work in the designated region for at least five years (the exact period is specified in the agreement). Failure to fulfill this obligation requires reimbursement to the state of the full cost of education for all years of study.

Certificates Accepted for Admission

Applicants holding a valid international or national certificate receive credit for the corresponding subject and are exempt from taking the entrance examination in that subject.

International Language Certificates

These certificates are recognized in place of the foreign language examination:

  • B1 level (IELTS 4.0-5.0 and equivalents): 75% of the maximum score for the subject.
  • B2 level and above (IELTS 5.5+): 100% of the maximum score.

Exception: a B1-level certificate is not accepted for admission to the Academy of the Ministry of Internal Affairs.

National Certificate

A National Certificate is an official document confirming a candidate's level of knowledge in a specific subject. It may be obtained in advance and used in place of the entrance examination.

Subjects: mathematics, physics, chemistry, biology, native language and literature, Russian language, Karakalpak language, history of Uzbekistan, geography.

How scores are credited:

  • 60-85% → proportional points are credited.
  • 86% and above → the maximum score for the subject is credited.

Conditions for obtaining the certificate:

  • Minimum passing score: 60%. Validity period: 3 years.
  • Examination fee: 1.5 BCA (approximately 450,000 soums). The exam is open to anyone who wishes to take it.
  • Structure: 35 closed-form and 10 open-form tasks (open tasks are divided into parts, so the total number of scored items is higher). Duration: 150 minutes, 3 hours for language subjects.
  • Results are published within 20 working days.
Tip: if you are confident in your knowledge of a specialized subject, consider obtaining a National Certificate in advance. This allows you to secure a high score and reduce the risk associated with the entrance examination. Applications can be submitted at my.gov.uz

The "Yoshlar Daftari" Fund

The state-funded "Yoshlar Daftari" Fund helps cover educational expenses for young people registered in the Unified Social Register.

  • Age requirement: 14-30 years.
  • Covers up to 50% of the tuition cost (no more than 50 BCA).
  • Applies only to full-time bachelor's, master's, and vocational education programs.
  • Does not apply to second higher education, part-time studies, evening studies, or the Super Contract.
  • Decisions are issued within 8 working days through my.gov.uz.
