Utility tariffs: cold and hot water, heating, gas, electricity in Tashkent

* Tariff for cold water in Tashkent from 02.14.18  to 12/31/23 is given taking into account a special surcharge (decision of the Khokim of Tashkent No. 69 dated January 12, 2018) to tariffs for drinking water supply services for 2018 in the amount of 100 soums per 1 m3. An allowance in the amount of 100 soums for water supply and in the amount of 100 soums for wastewater disposal is canceled from 01/01/2024 on the basis of the Decree of the President of the Republic of Uzbekistan (PD No. 343 dated 10/24/23). From April 1, 2024, the VAT benefit for utility tariffs has been abolished. VAT rate - 12%.

• Water 1 cubic meter - 1400 sum
• Sewerage (to drain 1 cubic meter of cold water) - 1000 sum
• Sewerage (for draining 1 cubic meter of hot water) - 1000 sum
• VAT - 12%. 3,400 sum *12%=408 sum
• Total for 1 cubic meter: 1400 + 1000 + 1000 = 3400 sum + (12% VAT) = 3,808.00 sum
  

From February 1, 2022, a new unified water consumption standard for the city of Tashkent has been established in the amount of 350 liters per person. Until this point, in Tashkent, a standard of 330 liters per day was used in apartment buildings, in private houses – 389 liters per day. In this regard, the final price for water consumption services when paying without a water meter has changed.

• Water: (0.35 m3 per day x 366 days / 12 months) x (1400 sum x 1.5 (coefficient)) or (0.35 x 365 ÷ 12) x (1400 x 1.5) + 12% VAT (2,690.1 sum) = 25,107.6 sum per month
• Sewerage (discharge of cold water and hot water): (0.7 m3 per day x 366 days / 12 months) x 1000 sum or (0.7 x 365 ÷ 12) x 1000 + 12% VAT (2,562.0 sum) = 23,912.00 sum per month.
• Total cold water for 1 person per month without a meter: 25,107.25 + 23,912.00 = 49,019.6 sum

• Water: (0.35 m3 per day x 366 days / 12 months) x (1400 sum x 1.5 (coefficient)) or (0.35 x 365 ÷ 12) x (1400 x 1.5) +12% VAT (2,690.1 sum) = 25,107.6 sum per month
• Sewerage (drainage of cold water): (0.35 m3 per day x 366 days / 12 months) x 1000 sum or (0.35 x 365 ÷ 12) x 1000 + 12% VAT (1,281.0) = 11,956.00 sum per month.
• Total cold water for 1 person per month without a meter: 25,107.6 + 11,956.00 = 37,063.6 sum.

Formula for calculating the tariff (valid from 12/15/23 to 12/31/23) for cold water in Tashkent in the presence of a meter in apartments (with a centralized hot water supply system), using the example of prices from December 15 2023 i.e. subject to special surcharge.

• Water 1 cubic meter - 1400 sum (plus a special surcharge for 1 cubic meter in the city of Tashkent - 100 sum) = 1500 sum
• Sewerage (to drain 1 cubic meter of cold water) - 1000 sum (plus special allowance - 100 sum) = 1100 sum
• Sewerage (for draining 1 cubic meter of hot water) - 1000 sum (plus special allowance - 100 sum) = 1100 sum
• Total for 1 cubic meter: 1500 + 1100 + 1100 = 3700 sum

• Water: (0.35 m3 per day x 365 days / 12 months) x (1400 sum x 1.5 (coefficient) + 100 sum (special allowance)) or (0.35 x 365 ÷ 12) x (1400 x 1.5 + 100) = 23,420.83 sum per month
• Sewerage (discharge of cold water and hot water): (0.7 m3 per day x 365 days / 12 months) x (1000 sum + 100 sum (special surcharge)) or (0.7 x 365 ÷ 12) x (1000 + 100) = 23,420.83 sum per month.
• Total cold water for 1 person per month without a meter: 23,420.83 + 23,420.83 = 46,841.7 sum

• Sewerage (drainage of cold water): (0.35 m3 per day x 365 days / 12 months) x (1000 sum + 100 sum (special surcharge)) or (0.35 x 365 ÷ 12) x (1000 + 100) = 11,740.42 sum per month.
• Total cold water for 1 person per month without a meter: 23,420.83 + 11,740.42 = 35,131.3 sum.

• Water: (0.33 m3 per day x 365 days / 12 months) x (400 sum x 1.5 (coefficient) + 100 sum (special allowance)) or (0.33 x 365 ÷ 12) x (400 x 1.5 + 100) = 7,026.25 sum per month.
• Sewerage (discharge of cold water and hot water): (0.66 m3 per day x 365 days / 12 months) x (350 sum + 100 sum (special surcharge)) or (0.66 x 365 ÷ 12) x (350 + 100) = 9,033.75 soums per month.
• Total for 1 person per month without a meter: 7026.25 + 9033.75 = 16060 sum.

Formula for calculating the tariff for cold water in Tashkent in the absence of a meter (based on the number of people) in private houses (with sewerage), valid until February 1, 2022

• Water: (0.389 m3 per day x 365 days / 12 months) x (400 sum x 1.5 (coefficient) + 100 sum (special allowance)) or (0.389 x 365 ÷ 12) x (400 x 1.5 + 100) = 8,282.46 soums per month.
• Sewerage (drainage of cold water): (0.389 m3 per day x 365 days / 12 months) x (350 sum + 100 sum (special surcharge)) or (0.389 x 365 ÷ 12) x (350 + 100) = 5,324.44 soums per month.
• Total cold water for 1 person per month without a meter: 8,282.46 + 5,324.44 = 13,606.9 sum

The validity period of advance payments (prepayment) for cold water, without recalculation when the current tariffs increase, is 2 months from the date of the last payment in accordance with the Resolution of the Cabinet of Ministers No. 517 of 08/20/2024. Before this resolution, it was 12 months.

* From December 1, 2013, in accordance with the PCM No. 300 of November 6, 2013 "On measures for the financial recovery of heat supply and water supply organizations of the Republic" in the absence of hot and cold water meters in residential premises in which there are no registered citizens, payments for cold and hot water supply services and wastewater disposal will be carried out according to consumption rates, using an increasing coefficient of 1.5 to the established tariffs for cold and hot water supply services per person in a one-room and two-room dwelling, for two people - in a three-room living quarters, for three people - in a four-room residential building and for four people - in a five-room living space.

From April 1, 2024 the VAT benefit for utility tariffs has been cancelled. VAT rate - 12%.

From April 2, 2024 new tariffs for hot water companies were introduced in accordance with decision No. 215-14-0-Q/24 “On approval of new regulated prices (tariffs) for heat supply services provided by individual entrepreneurs Veolia Energy Tashkent LLC. The tariff for hot water from April 1, 2024 is inclusive of VAT.

P.S. If from March 27 to April 2, 2024 you paid for heating and hot water services at an increased rate, then the excess amount paid will be counted as an advance.

The validity period of advance payments (prepayment) for hot water, without recalculation when current tariffs increase, is 12 months.

** From the 2020−2021 heating season, a new payment procedure for district heating services is being established for Tashkent consumers in accordance with the Decree of the President of the Republic of Uzbekistan “On additional measures to improve the heat supply system and financial improvement of heat supply enterprises» dated December 2, 2019 No. PP-4542. The tariff for 1 square meter of heated area for one day of the heating period is set at 142 soums. for the city of Tashkent. The beginning of the heating period will be determined by the decision of the Khokim of Tashkent.

Other rates remain the same.

From April 1, 2024 the VAT benefit for utility tariffs has been abolished. VAT rate is 12%. The tariff for central heating is inclusive of VAT.

Heated area: the sum of the areas of living rooms. The areas of balconies, loggias, verandas, terraces, in which heating devices (heating surfaces) are installed or re-planned with accession to rooms equipped with heating devices connected to in-house heat supply systems, increase the size of the heated area.

• The heating season in Tashkent in 2025/26 began on November 05 and ended on March 23, 2026 (139 days)
• The heating season in Tashkent in 2024/25 began on November 07 and ended on March 18, 2025 (131 days)
• The heating season in Tashkent in 2023/24 began on November 8 and ended on March 26 , 2024 (140 days)
• The heating season in Tashkent in 2022/23 began on October 24 and ended on March 10, 2023 (138 days)
• The heating season in Tashkent in 2021/22 started on October 14 and ended on April 1, 2022 (170 days) )
• The heating season in Tashkent in 2020/21 started on October 17 and ended on April 7, 2021 (174 days)

The validity period of advance payments (prepayment) for heating, without recalculation when current tariffs increase, is 12 months.

* From May 1, 2024, a social norm for electricity consumption was introduced (Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated April 16, 2024, No. 204). The social norm is set at up to 200 kW·h per month.

From May 1, 2025, new tariffs and a separate tariff for electricity were introduced for consumption from 201 kW·h to 500 kW·h.

Household consumers: Social norm - up to 200 kW·h per month = 650 soums per 1 kW h since 1 June 2026 (was 600 soums from 01.05.25 to 31.05.26)

• from 201 to 500 kW*h per month = 900 soums; (was 800 sum)
• from 501 to 1000 kWh per month = 1100 sum (was 1000 sum)
• from 1001 to 5000 kWh per month = 1600 sum; (was 1500 sum)
• from 5001 to 10000 kWh per month = 1900 sum; (was 1750 sum)
• over 10001 kWh per month = 2200 sum. (was 2000 sum)

Sample calculation of electricity bills when the social standard is exceeded at tariffs from June 1, 2026:

Example 1: with a consumption of 350 kWh per month.

Given: 200 kWh per month is the social standard (650 soums); 150 kWh per month is the difference between the social standard and actual consumption paid at the increased rate (900 soums).

200 kWh * 650 soums = 130,000 soums. 150 kWh * 900 soums = 135,000 soums.
Total 130,000 + 135,000 = 265,000 soums.

P.S. At prices from May 1, 2025 to May 31, 2026, you would pay 240,000 soums for 350 kWh (200*600+150*800=240,000)

At prices from May 1, 2024 to April 30, 2025, you would pay for 350 kWh - 225,000 soums (200 * 450 + 150 * 900 = 225,000)

Example 2: with a consumption of 1,250 kWh per month.

Given: 200 kWh per month - social norm at a rate of 650 soums per kWh; 300 kWh per month at a rate of 900 soums per kWh; 500 kWh at a rate of 1,100 soums and 250 kWh at a rate of 1,600 soums.

200 kWh * 650 soums = 130,000 soums. 300 kWh * 900 soums = 270,000 soums. 500 kWh * 1,100 soums = 550,000 soums. 250 kWh * 1,600 soums = 400,000 soums.
Total: 130,000 + 270,000 + 550,000 + 400,000 = 1,350,000 soums.

P.S. Based on prices from May 1, 2025 to May 31, 2026, you would pay for 1,250 kWh  - 1,235,000 soum (200*600+300*800+500*1000+250*1500=1,235,000)

According to prices from May 1, 2024 to April 30, 2025, for 1,250 kWh you would pay - 1,147,000 soum (200*450+800*900+250*1350=1,147,000)

Residential consumers centrally equipped with electric stoves for cooking: Social norm - up to 200 kWh per month = 325 soum per 1 kWh. (was 300 soums from 01.05.25 to 31.05.26)

• from 201 to 500 kWh per month = 450 soums; (was 400 soums)
• from 501 to 1000 kWh per month = 550 soums (was 500 soums)
• from 1001 to 5000 kWh per month = 800 soums; (was 750 soums)
• from 5001 to 10000 kWh per month = 950 soums; (was 875 soums)
• over 10,001 kWh per month = 1,100 soums. (was 1,000 soums)

The period of advance payments (prepayments) for electricity, without recalculation if current tariffs increase, is 2 months. According to the Ministry of Energy's clarification of April 20, 2024, the period of advance payments (prepayments) for electricity, without recalculation if current tariffs increase, for a period of 2 months applies only to the social norm, i.e., up to 200 kWh. Anything above the social norm is paid at double the price.

* A social norm for gas consumption will be introduced starting May 1, 2024 (Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated April 16, 2024, No. 204). The social norm is set at up to 100 cubic meters of gas per month from March to October and up to 500 cubic meters of gas from November to February (the heating season). New tariffs for the social norm for gas consumption will be introduced starting June 1, 2026: 1,100 soums per 1 cubic meter (from May 1, 2025 to May 31, 2026, it was 1,000 soums per 1 cubic meter). Below are the tariffs for exceeding the social norm depending on the period of the year.

In March-October the tariff (price) for gas will be:

• up to 100 cubic meters of gas - 1,100 soums per cubic meter; (was 1,000 soums)
• from 101 to 2,500 cubic meters - 2,000 soums per cubic meter; (was 1,800 soums)
• from 2,501 to 5,000 cubic meters - 2,300 soums per cubic meter; (was 2,100 soums)
• from 5,001 to 10,000 cubic meters - 2,700 soums per cubic meter; (was 2500 sum)
• over 10,001 cubic meters - 3300 sum per cubic meter; (was 3000 sum)

In November-March (heating season) the gas tariff (price) will be:

• up to 500 cubic meters of gas - 1100 sum per cubic meter; (was 1000 sum)
• from 501 to 2500 cubic meters - 2000 sum per cubic meter; (was 1800 sum)
• from 2501 to 5000 cubic meters - 2300 sum per cubic meter; (was 2,100 soums)
• from 5,001 to 10,000 cubic meters - 2,700 soums per cubic meter; (was 2,500 soums)
• over 10,001 cubic meters - 3,300 soums per cubic meter; (was 3,000 soums)

For the Republic of Karakalpakstan and the Khorezm region, the heating season is from October to March.

The cost of liquefied gas, which is sold to the population for domestic needs, is 1,600 soums per kg

* In the Yunusabad district of Tashkent, from January 1, 2019 to April 1, 2020, the base rate of gas consumption by the population is being introduced as an experiment. The basic rate of gas consumption per subscriber per month is set at 250 cubic meters (during the heating season for private houses and apartments heated individually - 1,000 cubic meters).

According to the new procedure, settlements for the supplied gas within the base rate will be carried out at the established tariff, and in excess of the base rate - using a 1.2-fold multiplier to the established tariff.
