If it is not possible to establish that the offenses provided for in part 1 of Article 126, 128 have not been committed repeatedly within a year; if the driver's license ticket was exchanged by the offender within a year or the records of the offense are in doubt, the TSS employee has the right to issue a protocol in accordance with the established procedure
